THE HISTORY OF REPUBLICAN SHILDREN SOCIAL  ORGANIZATION «ATAMEKEN»

In Kazakh school №58 of Astana and International scientific conferense “The Kids movement tendensy on total globolization” was held by Republican childrens social organization of march 29-30 2008, the 20 th joboblee of  Atameken” programme.  
In conference took part vize secretary of International Union of kids social organization (UPO-FCO) professor Frishman I.I. (RF,Moskow), the 3rd secretary of Ambassedor of Japan on Kazakhstan Miss. Yamada Ikue, the director of Republican of Rods technical enjinering academy Bapanova Zh.B {Kirgyz Republic, Bishkek}, Vice director of shool v.Kaskat, Isilcul region, Omsk Russin Federation, Vise director of Republican educational methodologocal center Zagainova V.I,  Director of Departament og education of Astana sity Bimendina A.T and others.
      This conference 3s important for chenginy the polotius of the state and the society in the problem of children, of Kids Rights, for the new way called “sociocinetics”.      
So the Republican Kids organization “Atameken” and the Kokshetau university, the departament of education of Astana on marsh  28-30 carried out International conference  to the 20 th jubilee of Kids movement and “Atameken” programme.
      The resolution of the conference
1. The decree of the President of Republic Kazakhstan “About state support of Kid’s organisation in Kazakhstan” must be taken as the foundation. 
2. To establish the plan of cooperation of Kid’s  organisation in Kazakhstan with international
3. To establish the plan of basic activities and the memorundum of cooperation of Republican Kid’s  organisation “Atameken” and international unity of children association.
4. To orginize leaders training courses.
5. To establish resourse centers on exchaing with experiments among Kids organization sations using Internet, to carry out Internet conferences.
6. To orginise annual seminars and training for leaders of Kids’ social organizations.
7. To establish annual international scientific-social conferense on the problems of sociokinetic and Kids’ movement.
8. Make suggestions to official state organs on revision of books as “Pedagogics”, “Phsycology”, “History of Pedagogics” scientifical researches (are carried out) in Kid’s & Children’s moveients, as a basic of pioneers work at schools are carried out by N.Krupskaya, S.Shatsky, P.Blonsky, V.Lunacharsky, A,Makarenko, V,Suhomlinsky, V.Lebedinsky, Z.Khodorovskaya, N.Boldirev, V.Korotov.


National education and ubraring Programm “Atameken”appecred before the USSR’s teardown. In 1988 is was a pioneer organization, laser on is become a Kids movement. Nowadays this movement ineludis thousand of schoolchildren of the Republic. “Atameken” offerend to rename “pioner’s room” into “Headquarters of Atameken”, and pioner leaders into talimger’s “oktyabryats into baldirgan’s, pioners into ulan’s, comsomols into miras-murager’s”
       Many schools carried out regionl Kuriltai “Atameken” and other organization’s were made up to where new rulies entering into “Atameken” were accepted. The organizations “Assosiation of young leaders”, “Zhuldiz”, “Kazakhstan scout’s organization” also accepted the new the new rules, mentioned above.
      By Minister of education and science Aitimova B.S on august 26-28 and 2006 in the Republican cerntre “Baldauren” the Assambley of Kid’s organizations and social roups of Kazakhsstan was carried out.
     Nowadays the problems of modern conditions of Kid’s organisations are not researched scientfically. Many scientists consider that it is nesessary to find out the phenomenon of Kid’s movement in the aspects of psycological-pedagogical science in “sociokinetics”. At the moment scientifical-practical conference, on the problems and perspectives of modern conditions of Kid’s movement  was not carriedout.


Kazakhstan scientists as R.D. Irzhanova, K.Kunantaeva, Z.Bainazarov, N.B.Abaeva, N.Tataurova, M.Kopzhsarova, B.I.Mukanova and others made up many scientifical researches, they highly appreciate Kids movement associal movement.
       The interfierence of the state into home faivs of pioneer organization, bring to to politization of Kids’ movement. So at the  9 th international against the Assambleys resolutions. In the middle of 80 th XX cenrury many (Estonia, Ukraine, Uzbekistan) pioneer leaders and pioneers wished to leave the international pioneer organization.
      In Kazakhstan in particular in Pavlodar region inder the leadership of Arman Kani in 1969 was taken an attempt to baild an independent kids organization “Zhas ulan”. The attempts of this kind were taken in other regions Kazakhstan. Teachers and pioneers  school I.Zhaksybekova – G.Ordabaeva, K.Khasenova, S.Agmanova, R.Kydyrbaikyzy, M.Kydyrbaiuly and others become the first active members of the first organization of “Atameken” while diong the operation “The pioneer farm” visiting ship farms in sovhoz Karakol after  A.Abzhanov, the resolution about buildiny the organization “Atameken” was carried out. The members of “Atameken” helped the farmcis from distant farm to look after the sheep when the have free time pioneers their leaders, very often organized concerts, folkdames and other entertaiments.



Social initiation and creation of “Atameken” on realizing the operation “Pioneer farm” were hidhly appreciated at the komsomol conference (Semey, 1985). So the komsomol secretariat under the leadership M.D.Alseitova and members of “Atameken” vere allowed to take part in the competition among pioner leaders, the winners of which can wolk at “Artek”. Artek was not justapioneer camp, it was the centre of happiness. For children , the heart of human values.
     As the result, in school №112 of Almaty, saccesfally fanctioned the first pioneer headquarter “Atameken”. The most impotant affair of “Atameken” was the meeting with pioneers from Armenia who came to Almaty after the earthquake in Spitak (1988) later on the headquarter of Atameken was broken up. But in the archives the plang of work, photos and other documents were saved, later on in spning 1989, the members of “Atameken” renewed their work.


       In 1991 on the 7 th of december was a meetiny there was held the first Republic conference “Atameken” in Almaty. In theswork took part  K.B.Zharikbaev, the professor of  Kaz GU by Al Farabi, S.Kaliev, the professor of Kazakh academy of edication by I.Altynsarin, B.A.Almuhambetov, Ministry of education RK, G.A.Altynbekova, the secretary of Central komsomol comitety RK, D.Schaimenova, chairman of Central pioneer soviet RK, B.Mustafin, labour veteran, A.Tuyakov, the Olympic champion (Tokyo, 1960), A.Barlybaev, professor Kazakh economic university by T.Ryskulov, D.Satybaldin, social organization “Azat”, D.Nasyrova, Kazakh railway station, M.Omarov, music manadjer of RK, H.Azenova, representafivc of uzbek diaspory, G.Donbaeva, N.Syrgabaeva (Taraz region), B.O.Syieubaeba, N.Esbosynova, M.Ayapova (Kyzylorda region), G.Karabekova, G.Sagymbaeva (South Kazakhstan region), E.Sagatbekov, B.Igysinova (Almaty region), G.Musaeva (Zhezkazgan region), G.Karanova, G.Hasenova (East Kazakhstan region), E.Zhakashov, A.Synanshieva (Taldykorgan region), O.Nurgalieva, G.Sultanbaeva (Atyrau region), G.Samatova (Torgai region), B.Ahmetova, A.Myrzagalieva (Almaty sity) and other vercegentatives of Republic of Kazakhstan regions.



The 1th Republic Kuryltai “Atameken” suggested in to create in pioneer stabs “Atameken Ordasy” instead of “pioner chambler” and pioner leaders call  “talimger”, oktybryat-baldyrgan, pioneer-ulan, komsomools-miras many schools, to be exast teachers pubils of Sozak region (South Kazakhstan) of South republic KZ couried out regional Kuryltai “Atameken” in here they adopted all there rules above. The 1th Kuryltai “Atameken” show great potential al good upbringing in the terms of market economy.
      At first the programm “Atameken” used as methodical recommendation of organization in school and other organizations. The main aims of programm reflected not not only specific upbringing, but also involves pedagogical technology. Taking into account local population many practics.
      Best teachers leaders schools and kindergarbens. Social interests, childrens’ opinion were not taken into account wheu planning educational work. All the promlems were golved by teachers and pedagogical council the pioneer room had become a political instoument with one ain. Such an approach lead to the negative occurences: nigilizm, egoizm, dissipation, amblitionizm, drug addiction children’s coiminality.
     A lot of scientist-teachers (S.Kaliev, K.Kozhahmetova, E.Dmitrienko, T.Iskanderova, K.Kabdyrazakuly, R.Dusembinova, S.Muhambetova) suggected alternative variants of necessity and regularity of the educational work of schools, kimdergartens a clubs. Scientific and ethno-pedagogical conception-programm “Atameken” obbereditsown variant of changing this situation. Due to “Ulan” the pioneers of Kazakhstan and others transformed “pioneer room” into “Atameken ordasy”.




      In sprimg 1990 innews “Ulan” here vere published methodological recommendations of organization educational work according to the programme “Atameken” under the guidance of Balatai Auezova in the village Chulak-kurgan (South Kazakhstan region’s) for the first time Kuryltai “Atameken” was carried out. (Newspaper “Ulan” 18.03.1990, 10.02.1991 years). Kuryltai desided to found a new kids and childrens organization “Atameken”.



       Troung there were not enough people there they managed to adopt an importaut resolution about creating the methodological centre “Alau” the newspaper “Ulan” (14.09.1989 years). With the help of this centre there vere published  at lot of significant recommendations projects, plans of educational-upbragring work. In autumen 1990 years for the first time there started a seminar where pioneer workhers and leaders of the kids-childrens movement took part.
      The seminar was very importaut for there were participaunt of the country regions. Newdays all of them are active leaders of the kids movement “Atameken”. Many journalists and editors did a great informatic support.
       When the basic directions of the programme “Atameken” appeared in the newspaper “Ulan” there vere formed the first organizations “Atameken”. It had become a great moment for “Atameken ordasy” because it influenced the formation of patriotizm, national self-conscioncuess independence nud national pride ofnew generation.


At the 7-th Republic meeting of pioneers (3-5 november, 1990 years) the “Atameken” offered to change the name of the organozation at the meeting the first comsomol secretary of Kazakhstan I.N.Tasmagambetov read the text of greting the delegates of the first secretary of the communist party of Kazakhstan N.A.Nazarbayev.
       The name of the pioneer organization hadu’t beenchauged. The programme of “Atameken” was chosen as a programme-orientations of the pioneer organization of Kazakhstan. It didn’t suit them. The delegates of “Atameken” critisized nud discussed questions of country schools, problems of Kazakh languange of keeping the national and spiritual culture of Kazakhstan.
      The delegates desided that to solve all these problems means to change the name of the  pioneer organization and to make strategic plan of the organization taking into account kazakh dais mentality. At the beninning of 1990 years pioneer camps were reduced because of the difficult economic situation. Schools kinder and childrengates, all budget organizations were not financed . They were closed.


     Government didn.t pay attention to the kids organizations. They had to solve the problems themselves. All this lead to the disintegration of the central organ and to the changing atmosphere schools. It was a changing moment in the history of kids and childrens movement “Atameken”. After the Kuryltai almost all schools of Kazakhstan founded kids detachments “Atameken ordasy” (“Ulan” 18.03.1990, 2.07.1991, 10.02.1991,1.07.1992, 23.07.1992, 28.01.1992)
      The Kazakh scientific and ethno-pedagogical programm “Atameken” a lot of scientist-teachers (A.Saduakasov, L.S.Syrymbetova, S.K.Abildina, D.Lepeshev, A.Ashaiuly, teacher’s upbriging-master M.Mukhamedzhanova, K.Uskembaeva, A.K.Omarova, G.Khasenova) worked out additional complex projects programm “Atameken” was translated into russian, uzbeks l uigurs and english languages and was published.
     In pedagogical researches main directions of the concention “Atameken” were used of K.Boleev (Pedagogicl university of Taraz), S.Mukhambetova (The Russian academy of education, Moscow,RUS), S.Kaliev (The Kazakh academy of education by I.Altynsaryn), K.Kozhahmetova (The Kazakh state women pedagogical institute), Zh.Nauryzbai (Zhezkazgan state university by Baikonurova), T.Konurbaev (The Kyrgyz national university by J.Balasagun, Bishkek, KRG), K.Kurmanhan (The Kuldzha pedagogical institute, China), A.Ashaiuly (Bayan Olgyi, Mongolia), A.Kisymova (The Kazakh state pedagogical university by Abai).
      The authors of educational textbooks Zh.Koyanbaev “Pedagogica” (The Eurasian national university by L.Gumilev), Z.Abilova “Ethnopedagogica” (Kazakh academy the world’s languages and international affairs by Abylaikhan), S.Kaliev, A.Kenzhan, A.Imasheva “Ethnopedagogica-Sillabus” (Kazakh state women pedagogical institute) and other scientists hidhley appreciate the activity of youth organization and the progpamm “Atameken” in their works.



Many organizations were created in schools, in yard clubs. Now we should see that the problems of shildren’s and kids movement di wasn’t the aim of scientific researches. In 2005-20006 years when the Minister of education and sciense the Republic of Kazakhstan was B.S.Aitimova, the leaders and veterans kids&children’s movement proposed to consider the case of children’s l youth’s movement.
     In nowadays sciense organizations pay great attention to the problems of children’s organization such movements. Many scientists especially in Russian Federation as (M.V.Boguslavsky, E.Chepurnyh, A.V.Volohov, K.D.Radina, L.Alieva, L.I.Shvetsova, A.G.Kirpichnik, R.A.Litvak, B.Z.Vulfov) propose to indentify the phenomenon of childrens movement from the scientific psycho-pedagogical side.
      In should be noted that in Russia ekist children projects like programm “Atameken” such as “Youth Russia”, “Batyr”(Bashkortostan region), “Er Vei” (Mari El region), “Kugeze mlade” (Sakha-Yakytia region). For example in the programm “Youth Russia” one part dedicafed to the culture of Russia. And in the programm “Atameken”. The theme is “Alystagy baurlar-Kazakh diaspora”.


The problems of of reseach was supported by teachers of Kazaly (Kyzylorda region). The result of this work is the creation “cosialcinetic children” of regional centre “Altyn urpak”. The members of the Centre are B.Danyshpan, Sh.Baizakova, A.Esbosynova, B.Jienbaeva, A.Dzhuzbaeva, K.Zeev, A.Omarova, P.Sahieva l others. The Center “cosialcinetic children” plans to karry out conduct international conference in Kazalinsk sity (Kyzylorda region).
       In Kazakhstan pedagogical problems of children movement is on the standart sitiation. That’s uhy on the basic of the programm “Atameken” we need to use the methods of creative and experimental works. It shaled be noted that fice the oldays. Heve wash it any programm quch as “Atameken”.


THE KAZAKH SCIENTIFIC AND ETHNO-PEDAGOGICAL KONCEPTION-PROGRAMM «ATAMEKEN»

АТАМЕКЕN” -  is a scientific and ethno-pedagogical conception, which is based on the upbrinying and education progressive ideas, gained during centuries experiense of peoples, ethnic groups and it facilitates to form common to all mankind values, spiritual-material and national culture in the sense of the growing generation by means of complex, planed and systematic upbriging influense
